SUPPORT TO ARMENIA’S TOURISM LEGAL AND REGULATORY REFORM
CAPS continues to undertake activities under its Policy and Advocacy component to improve the legal, regulatory and business environment for the Armenian Tourism Cluster. In furtherance of its commitment to assist the Armenian tourism industry, as well as to support the Government of Armenia with its current action plan, CAPS organized a workshop dedicated to the new Tourism Law on November 13-14 at the Golden Tulip Hotel.
The aim of the workshop was to contribute to the creation of an effective institutional and legal framework for tourism development. For this purpose, members of the cluster were brought together to discuss: the problems in the tourism sector that need to be addressed in the new law and institutional reform; licensing, certification and registration issues of tourism businesses or professions; the roles of professional associations, the Ministry, municipalities, Marzes and other public bodies and the private sector; and the drawbacks of the existing legal and institutional framework etc.
The workshop was intended to ensure that the law effectively meets the current needs of Armenia’s developing tourism industry and that it is developed to anticipate the industry’s future needs. It was delivered by John Downes, CAPS International Travel Law Consultant who is assisting the Ministry in drafting the new Tourism Law, and was facilitated by CAPS staff members. During his two-day presentations the international expert referred not only to issues related to the regulation of tourism development, the Government’s role in it and the regulation of Armenia’s private sector but also presented international best practices. This will ensure that the law is developed with insight from Armenia’s tourism stakeholders while learning from mistakes of other countries.
The workshop was very interactive with a number of group discussions and question and answer sessions, thus providing the participants with an opportunity to voice issues of concern, share ideas and feel themselves as important players in the process of tourism development in Armenia.
They were also asked to participate in an on-line survey before the workshop since the Ministry wants to consult as widely as possible as to what should be in the new Tourism Law and what should be the balance between national and local decision making when it comes to tourism development, the provision of facilities and services, monitoring and enforcement.
The issues raised and suggestions made by participants will be taken into consideration in the drafting process of the new Tourism Law.
John Downes will be also available for industry representatives to discuss any issues that need clarification or further explanation.

DARCHINYAN CLAIMS UNDISPUTED SUPER FLY TITLE
Taipei Times, www.groong.org, Nov. 3
Australia-based Armenian Vic Darchinyan became the undisputed world super flyweight champion on Saturday with a knockout win over Mexican Cristian Mijares in their title unification bout. Darchinyan came into the bout with his IBF belt on the line while Mijares risked his WBC and WBA titles. Darchinyan left with all three, knocking Mijares down with a left uppercut in the first round and then finishing him off with a jolting straight left in the ninth.
IBF champ Darchinyan dominated the match of two southpaws from start to finish.
"I promised to show my skills and knock him out and I kept my promise,' Darchinyan said. `I was always confident I was the best fighter. I had beaten guys that had beaten him" Mijares, known for boxing skills and not power, said earlier that intelligence would beat strength. But he did not fight a smart fight, instead trying to mix it up with his hard-hitting foe.
A native of Armenia who has been based in Sydney for all his professional career, Darchinyan had won all but one round on each judges' card before he stopped the Mexican fighter as the ninth round ended.
